Principal Estates Officer - NHC/62/2024

Job Specification:

Duties and responsibilities will entail:

  1. Implementing and reviewing Estates management policies, strategies, procedure and standards/guidelines in line with the Corporation’s key corporate objectives;
  2. In liaison with head of legal services, preparing necessary lease and conveyancing documents and agreements.
  3. Negotiating and administering lease and tenant purchase agreements as per the Corporation’s policies and guidelines
  4. Collecting rent and tenant purchase loan repayments.
  5. Assessing rent levels for approval and carrying out rent reviews of all Corporation property.
  6. Attending to tenants’ problems, welfare and disputes;
  7. Undertaking pre-occupancy education of tenants/purchasers of NHC Estates.
  8. Undertaking repairs and maintenance of Corporation property;
  9. Carrying out inspections, preparing and implementing maintenance schedules;
  10. Preparing, collecting and accounting for service charge;
  11. Undertaking service charge administration
  12. Administering Service Contract for common services such as security, cleaning and garbage collection, among others.
  13. Facilitating the prompt payment of statutory payments (land rates, land rents) and utility bills (water and electricity).
  14. Supporting Corporation Estates management related litigation processes.
  15. Letting and selling new and old Estates (both residential and commercial).
  16. Carrying out feasibility studies, property market survey/studies and/or supervise valuation/feasibility studies/exercises.
  17. Liaising with relevant Directorate in preparing “cost-in-use” reports annually to determine use of materials in construction works.
  18. Liaising with relevant Directorate in undertaking user requirement surveys in relation to accommodation, type, material use, ease of maintenance and life cycle costs and forward findings to the design team.
  19. Carrying out periodic rental assessments/surveys, open market valuations for book and insurance purposes, sales etc.
  20. Supporting the process of title acquisition of property ownership documents.
  21. Advising on appropriateness and pricing for land to be acquired for projects.
  22. Reviewing rental yield annually.
  23. Supporting the preparation and updating the Corporation’s asset register.
  24. xxiv). Ensuring compliance with occupational safety and health safety regulations and guidelines;

Person Specification:

For appointment for this position a candidate must have;

  1. At least Eight (8) years relevant work experience three (3) of which should have been in a supervisory role;
  2. Bachelors Degree in any of the following disciplines: Land economics, Real Estate or equivalent qualification from a recognized institution;
  3. Masters Degree in any of the following: Valuation and Property Management, Housing, Real Estate or its equivalent from a recognized institution;
  4. Registration by Valuers Registration Board, Estates Agency Registration Board with valid practicing Certificate;
  5. Member of the Institution of Surveyor of Kenya or any other recognized professional body;
  6. Management Course lasting not less than four (4) weeks from recognized institution;
  7. Proficiency in computer applications; and
  8. Fulfills the requirements of chapter six of the Constitution.
