Job Specification:
Duties and responsibilities will entail:
- Implementing and reviewing Estates management policies, strategies, procedure and standards/guidelines in line with the Corporation’s key corporate objectives;
- In liaison with head of legal services, preparing necessary lease and conveyancing documents and agreements.
- Negotiating and administering lease and tenant purchase agreements as per the Corporation’s policies and guidelines
- Collecting rent and tenant purchase loan repayments.
- Assessing rent levels for approval and carrying out rent reviews of all Corporation property.
- Attending to tenants’ problems, welfare and disputes;
- Undertaking pre-occupancy education of tenants/purchasers of NHC Estates.
- Undertaking repairs and maintenance of Corporation property;
- Carrying out inspections, preparing and implementing maintenance schedules;
- Preparing, collecting and accounting for service charge;
- Undertaking service charge administration
- Administering Service Contract for common services such as security, cleaning and garbage collection, among others.
- Facilitating the prompt payment of statutory payments (land rates, land rents) and utility bills (water and electricity).
- Supporting Corporation Estates management related litigation processes.
- Letting and selling new and old Estates (both residential and commercial).
- Carrying out feasibility studies, property market survey/studies and/or supervise valuation/feasibility studies/exercises.
- Liaising with relevant Directorate in preparing “cost-in-use” reports annually to determine use of materials in construction works.
- Liaising with relevant Directorate in undertaking user requirement surveys in relation to accommodation, type, material use, ease of maintenance and life cycle costs and forward findings to the design team.
- Carrying out periodic rental assessments/surveys, open market valuations for book and insurance purposes, sales etc.
- Supporting the process of title acquisition of property ownership documents.
- Advising on appropriateness and pricing for land to be acquired for projects.
- Reviewing rental yield annually.
- Supporting the preparation and updating the Corporation’s asset register.

Person Specification:
For appointment for this position a candidate must have;
- At least Eight (8) years relevant work experience three (3) of which should have been in a supervisory role;
- Bachelors Degree in any of the following disciplines: Land economics, Real Estate or equivalent qualification from a recognized institution;
- Masters Degree in any of the following: Valuation and Property Management, Housing, Real Estate or its equivalent from a recognized institution;
- Registration by Valuers Registration Board, Estates Agency Registration Board with valid practicing Certificate;
- Member of the Institution of Surveyor of Kenya or any other recognized professional body;
- Management Course lasting not less than four (4) weeks from recognized institution;
- Proficiency in computer applications; and
- Fulfills the requirements of chapter six of the Constitution.
