Estates Assistant - NHC/75/2024

Job Specification:

Duties and responsibilities at this level will entail assisting in:

  1. Implementing Estates management policies, strategies, procedure and standards/guidelines in line with the Corporation’s key corporate objectives;
  2. Administering lease and tenant purchase agreements as per the Corporation’s policies and guidelines
  3. Collecting rent and tenant purchase loan repayments.
  4. Assessing rent levels for approval and carrying out rent reviews of all Corporation property.
  5. Attending to tenants’ problems, welfare and disputes;
  6. Undertaking pre-occupancy education of tenants/purchasers of NHC Estates.
  7. Undertaking repairs and maintenance of Corporation property;
  8. Carrying out inspections, preparing and implementing maintenance schedules;
  9. Preparing, collecting and accounting for service charge;
  10. Undertaking service charge administration
  11. Administering Service Contract for common services such as security, cleaning and garbage collection, among others.
  12. Facilitating the prompt payment of statutory payments (land rates, land rents) and utility bills (water and electricity).
  13. Supporting Corporation Estates management related litigation processes.
  14. Letting and selling new and old Estates (both residential and commercial).
  15. Carrying out feasibility studies, property market survey/studies and/or supervise valuation/feasibility studies/exercises.
  16. Liaising with relevant Directorate in preparing “cost-in-use” reports annually to determine use of materials in construction works.
  17. Supporting the undertaking of user requirement surveys in relation to accommodation, type, material use, ease of maintenance and life cycle costs and forward findings to the design team.
  18. Carrying out periodic rental assessments/surveys;
  19. Supporting the process of title acquisition of property ownership documents.
  20. Supporting the preparation and updating the Corporation’s asset register.
  21. Ensuring compliance with occupational safety and health safety regulations and guidelines;

Person Specification:

For appointment for this position a candidate must have;

  1. Diploma in any of the following disciplines: Estates Management, Building Construction, Real Estates Management or equivalent qualification from a recognized institution;
  2. Proficiency in computer applications; and
  3. Fulfills the requirements of chapter six of the Constitution.
